I was shocked to see it at my local EB for $20 new as well- especially since high-rated games are usually expensive, plus the similar LocoRoco has been priced outrageously since release. I don't know why, but their pricing worked and I bought it :3
they thought it would sell more at $20, and luckily for them it did
Lots of games are sold at lower prices (like Patapon and Crush) so that more people will give them a chance and buy the game. Alot of times I see it for new IP's, because they want to introduce more people into the series.

Its lower budget I suppose? Less to do. Less game for your buck. Usually seems puzzle games and the like fall around the 20$ mark. Those and portable ops plus..

it's not cel-shaded, more like vectors animated like those Flash games.

Why you ask?? Let me give you my answer. IT SUCKS!!!!!!!!!!!!!!The graphics, the stupid rythm thing with the drums, the storyline: It is all poorly done. It probably is so cheap because the dont want you to feel so sad when you realize you have just wasted your money

low budget, but became a popular game. lucky for them :)
Patapon was apparently price the same way Okami was for PS2... I hope Sony learns from this.
i could be wrong but i heard its the game developer's decision on game prices. I think it was somewhere on gamespot or ign that said if game developers wanted to release a game for free, its their call. I personally think it was a good business tactic w/ the release of high profile games such as FF7:CC and God of War, that to compete with those titles, why not lower the price?Its just as high quality as any other game. the price definitely doesn't determine the fun factor.
I'm guessing they expected it to not sell very well, due to it's rather unique art style and gameplay.

I thought it was terrible. Got way to repetitive way to fast...
